The company can decide on hiring their in-house SEO Specialist or can hire an SEO company to do the SEO for them. At the end of the day, it is always dependent on the company’s budget and goals on which one they choose.  Some may even combine both - like an in-house SEO to be in-charge of coordinating and monitoring the output of the SEO company they chose.
